Brian Athey
President

Mr. Athey is a long time Washington, D.C. area resident who first began observing the local real estate market as the son of the late real estate developer Stephen L. Athey.  Mr. Athey watched his father develop real estate for decades and was a keen observer of the two significant real estate downturns in the last twenty-five years.  In January of 2011, Mr. Athey observed the Washington, D.C. area emerging from the latest downturn, as he saw demand for quality residential housing increasing, while observing a clear shortage of capital in the market for the acquisition and development of residential real estate.  Mr. Athey formed Congressional Capital to provide the numerous excellent area developers with access to the capital necessary to provide quality housing to the many potential homeowners desiring to live in the Washington, D.C. area.   Shortly thereafter, Mr. Athey began developing boutique condominium projects in Washington, D.C. and has since developed numerous projects throughout the City.  In addition, Mr. Athey owns and operates rental apartment buildings in Washington, D.C., as well as self-storage properties and other types of real estate throughout the area.  Mr. Athey also manages the development of several hundred acres of real estate in Virginia and Maryland. 

 

Mr. Athey received his B.A. with Distinction from the University of Virginia in 1999 and received his J.D. from the William and Mary School of Law in 2003.  After graduating from law school, Mr. Athey was a law clerk for the Honorable Claude M. Hilton, who was then the Chief Judge for the United States District Court for the Eastern District of Virginia.  After completing his clerkship, Mr. Athey practiced law at Reed Smith, LLP from 2004 through 2006. 

 

In 2006, Mr. Athey left Reed Smith, LLP to focus on the management of his family real estate assets and to work as a Washington, D.C. area advisor to a large real estate private equity fund.  In 2008, Mr. Athey joined Webster Book, LLP, where he was a trial lawyer with particular focus on real estate litigation and federal court litigation.  While practicing law at Webster Book, LLP, Mr. Athey managed his family real estate assets and managed Capitol Properties, Inc., which is a land development company that his late father founded.

 

Mr. Athey is an active supporter of children’s charities and enjoys all sports, while being the proud father of two young boys.   

Jamey Creasy
Director of Acquisitions 
Jamey is a lifelong Virginia resident who has a B.S. from James Madison University.  After graduating from JMU, Jamey began work for Capitol Properties, Inc., which is the development company founded by the late Stephen L. Athey.  While working for Capitol Properties, Inc., Jamey handled field operations for the development of 270 residential lots in Prince George’s County that were sold to Ryan Homes.  Since 2010, Jamey has been focused on off market real estate acquisitions, where he and Brian Athey together have purchased dozens of properties in Washington, DC and developed them into boutique apartment and condominium buildings.  Jamey now leads an acquisitions team at Congressional Properties and is well known for his zoning knowledge and his ability to lead our architectural teams in their design of buildings.  Jamey lives in Arlington with his wife and three young daughters and is an avid sports fan, as well as the best athlete in the Company. 
Alison Athey Brennan
Controller

Alison is a lifelong Virginia resident who has a B.A. from Dickinson College, a M.E. from the University of Virginia and a B.S. in Business Administration from Old Dominion University.  Alison is the sister of Brian C. Athey and plays a critical role in the success of Congressional Properties.  Alison handles all aspects of the administration of each Congressional Properties deal, including the Company’s document retention program, the wiring of funds, the processing of payoff requests, the invoicing of borrowers and investor distribution and correspondence.  In addition to her role with Congressional Properties, Alison handles the book keeping and administration of each of Mr. Athey’s businesses.  Alison is a Trustee of Warrenton Fauquier Community Baseball, Inc. and is a former elementary school teacher who is very active on the PTO at her children’s school, CM Bradley Elementary, while also being a regular volunteer at the school. 

Chris Athey
Acquisitions Associate

A native of Potomac, Maryland, Chris loves Washington, D.C. and all that this amazing city has to offer. A graduate of the University of Maryland, Chris hold a Bachelor of Science in Business Management. Following graduation, he went to work for Wachovia and then Stone Street Capital. With a knack for business, a love of finance, and a vested interest in his beloved Washington, DC, a transition to his cousin’s (Brian Athey) real estate business seemed like an obvious move. As an Acquisitions Associate, Chris predominantly deals in property acquisitions. Chris enjoys working in acquisitions and is excited to see what the next few years of real estate development bring to the DMV area. When he is not working, Chris is an avid D.C. sports fan (though not a Maryland fan -- go Mountaineers!) and enjoys trying out new restaurants. He now resides in Arlington, Virginia.

Charlotte Epting-Schillinger
Director of Operations

Born and raised in the Chicago suburbs, Charlotte moved to the Washington, D.C. area in July 2021. She graduated from Colorado State University with a Bachelor of Science in Business Administration and a Minor in Economics. Throughout her time at CSU, she gained a certificate in Leadership and refined her skills of negotiation and conflict management. So far she has enjoyed everything the great city of Washington, D.C. has to offer and has spent her time here enjoying the outdoors and going to museums. Charlotte’s role as Operations Coordinator/Executive Assistant involves assisting Brian Athey in all of his business endeavors. She is eager to expand her knowledge and learn about everything the real estate and lending industries have to offer.
